Trish, I am a little confused. You mentioned it is a “one-loan mortgage money” scenario, but at the beginning of your comment you wrote CalHFA and Citibank, so I am assuming it is an 80/20 and that both loans are purchase money, is this correct???

As for the reason why they would refuse, there are several factors and it all depends on each investor. One thing I do know is that when you have a loan with Mortgage Insurance, things get a little harder as they also want a piece of the pie and in some cases they do want a BIG SLICE.
