There needs to be a bit more information for “Step 4 – Add entity declarations to the top of each of your XML files.”
When declaring the entities in sub-folders under the en-US directory, you *must* ensure you declare the location of the entity source correctly.
For example, if you have a customised Feedback.xml file in your fallback_content directory, you need to ensure the entity source points to the level above (the en-US folder).
I was yelling expletives at my PC while trying to figure this issue out. Because it is technically out of scope of your post, this tripped me up when following the instructions.
A sample declaration from my Feedback.xml file is provided for reference. Note the “../” in the entity source.
