As I suggested, Rox, it would take legislation to force the banks to chase the insurers instead of the poor home owner for money in these situations. I don't see why it can't be done. The bank as mortgagee is a stakeholder (or owner) of the affected property so if the insurers won't pay up then before the bank starts demanding mortgage repayments surely they should pursue the insurance company first, if only to protect their own interests. It's a win/win/win situation for banks, homeowners and the government. The insurers might be worse off but … who cares?
